Seen
on a number of occasions recently in the Brockham (Oakdene
Road and surrounding roads ) areas. Young children riding Go
Ped style scooters.
It should be noted that these motor powered
vehicles are classed as motor vehicles, and not constructed
to comply
with Construction and Use regulations and vehicle safety
standards, therefore should only be used `off road`. If used
on a road (including pavement) the rider would require:
a driving
licence cat P
at least third party insurance
have the vehicle registered
with DVLNI and display a number plate
have and display a VEL
have obligatory lamps,
reflectors,rear markings and devices fitted
fulfill all requirements under Motor Vehicles
( Con and Use) Regs 1999.
If parents have bought their children one of these vehicles,
they can only be used on private property where permission
has been granted.
Not on a road or public place.
